Personality: Given that Sei is a minor character in the case of screen-time and doesn't appear until later in the game initially all there is to rely on for what he's like is the words of others. When we do finally meet Sei, it turns out that Virus and Trip were being honest in how the described him: Doll-like and fragile, living as if he were already dead.

Sei spent all twenty-three years of his life being "treasured beyond reach" by Toue, meaning he was subject to cruel experimentation with no regard for his pain or wishes. Aoba --serving as the audience surrogate-- theorizes in one of his bad endings that he became docile and complaint for the simple fact that he knew no one was coming to save him, and if he did what he was wanted of him, he would not be hurt. Because he knew that he would never be saved he opted to do nothing and feel nothing, giving up all hope and falling into despair, eventually coming to wish only for his own destruction.

Regardless, Sei is not so much a death seeker as simply worn-out, left with too little of himself to continue existing. Under Toue's control he would never be able to bring an end to his own life, so instead he lived only for the day when Aoba would come to destroy him instead.

Being experimented on and having his consciousness gradually dispersed, Sei has a weak sense of self and little "will". However, what will he does has seems to be stubborn. He longed so much for freedom from Toue and his experiments that he eventually began to scatter his consciousness into pieces, moving it through the technology around him. It was likely this that allowed Toue to begin using that ability for his own gains. Regardless, it was in this he found the freedom he wanted so badly, at the cost of his body and mind deteriorating and becoming even weaker.

Perhaps because he grew up in an environment where he had no ability to assert himself, Sei grew to be more than simply "docile": he's a gentle person, soft-spoken and polite. Even when Aoba attempts to refuse his requests to be destroyed, Sei doesn't raise his voice or get angry. He only smiles sadly and repeats his brother's name. He doesn't seem to be given to grudges and anger, as he says he does not resent Toue for what he was put through, even if it was painful every single day. He claims that no one truly knows right from wrong, and it is up to each person to decide what they are.

At an unknown point, Sei learned of Aoba's existence and began to long to meet the brother taken from him at birth. It may be because they truly were "one person" before birth, and that being genetically engineered 'designer' maybe gave them a more literal connection than a normal set of twins, but Sei clearly cares deeply for Aoba despite only truly meeting him in the tower near the end of the game. When Aoba asks for them to run away together, Sei admits that he wants to and he's happy that Aoba even asks to, though he's far too weak do so at this point. He loves Aoba enough that he even lets Ren, a part of Aoba's personality that has become it's own separate person, take over his body so Ren and Aoba can remain together. This is his "final gift" to Aoba, something that he knows will make the two of them happy.

He urges Aoba to accept the "other Aoba", the part of himself that controls his Scrap ability. Sei insists the other Aoba isn't a bad person, and only wants to be accepted. He does this with no clear benefit aside from simply resolving an issue Aoba has been struggling with for the entire game.

Nonetheless, Sei appears to be the sort of person who accepts things for what they are, and as they come. He says that he always wanted to meet Aoba, but if he couldn't, he'd be alright with that too. Despite this, it's hinted that Sei was lonely without Aoba, and he theorizes that he resorts to the form he and Aoba took at birth in his mind because that is the "time [he] always wanted to return to". At the start of the game, some of his consciousness materializes very quickly, simply to touch Aoba's cheek almost sentimentally before disappearing.

Sei shows himself to be, at the very least, concerned about others if not a compassionate person. In all of Dramatical Murder's good endings he carries out the destruction of Oval Tower, even when Aoba has not showed up to "free" him, successfully stopping Toue's attempt at brainwashing the entire population of Midorijima into following his will. It's also pointed out in each of the endings that around the time Sei's face appeared on all of the monitors in the building, a notice had been sent out to everyone within the tower warning them to get out before the tower's fall and preventing any innocent deaths whatsoever. He regards the destruction of the tower as his "duty" and his last struggle as someone who was powerless in his life, but doesn't seem to want to cause any unnecessary casualties doing so.

In a life of constant pain and being nothing more than a test subject to the people around him, he managed to hold onto his good nature, even if only long enough to have his brother end his life.

Abilities/Skills: Sei naturally was born with the power of "Scrap" which allows him to do two things: He has the ability to control and influence people, however, as opposed to using his voice as Aoba does, Sei's power instead lies in his eyes.

Whether his ability to go inside people's heads works the same way that Aoba's does (Aoba can see their "mental worlds" and destroy their minds, if he chooses.) is never really divulged.

Additionally, he has the ability to scatter his consciousness and inject it into technology by using radio waves.
