Sei posses an ability he was born with called SCRAP, seemingly a form of telepathy. His power is in his eyes, allowing him to mix his consciousness with that of another persons as long as a.) their eyes meet for a few seconds and b.) they have not had their eyes replaced/altered to be immune to the effect. At the time this is occurring on a deeper level (the save/destroy aspect of SCRAP, which I'll cover later) neither person is aware of anything occurring outside of the mindscape.
SCRAP allows him to do multiple things:
Influence. Though at times SCRAP seems to be a form of control (and I've referred to it as such), it's more of a strong influence than anything. We've seen this aspect of it primarily through Aoba, Sei's brother, who holds the power in his voice rather than his eyes, and can even influence people into making purchases over the phone. For Sei, this works more along the lines of him looking someone in the eye and requesting they do something for him, and them being overcome with the feeling that they want or should do this. The influence is in no way absolute or unbeatable, however. If the person is aware they are being influenced by something outside of themselves, they can shake it off. If their eyes have been altered/are fake (such as Sei's "keepers", Trip and Virus, who were purposely given new eyes Sei could not effect) they will be completely immune to it.
Save/Destroy. This is the stranger aspect of SCRAP, and one in which the line in what Sei and Aoba can each do is harder to draw. Essentially, the mixing of consciousness goes beyond simple influence: Sei's consciousness goes directly into someone's subconscious. Whether this creates the mindscape seen, or the mindscape already exists is never really clarified, but one appears either way. The person's subconscious issues, complexes, fears, and desire manifest themselves in this mindscape. How it appears and how it is handled varies from person to person. For example, Koukaju's mindscape involved simply choosing the right words that he needs to hear. On the other hand, Mink's involves choosing to alter or not alter/interfere with the remembered events occurring and Clear's is choosing what decision Clear should make or if you should even influence that decision at all. (Spoilers: If you like Aoba with all his limbs, don't.)
This aspect is both tremendously helpful and incredibly dangerous. It can allow the user to help emotionally and mentally repair the receiver, working through deep-rooted issues and come to healing realizations...or, if done wrong/maliciously, it can absolutely destroy the receiver. Depending on how bad the damage is, the user can even be trapped inside the receiver's consciousness forever, enduring their horrific visions and illusions. It's even implied in one ending that dying in the mindscape leads to death in real life.
As with the influence, there's a caveat here too, one that disables the ability to enter one's mind: if the person is "empty inside". This is seen only once, in a bad route in which Aoba attempts to SCRAP the two who have kidnapped him and are holding him captive. Both are sociopaths, doing what they do only for their own momentary enjoyment. As such, there are no worries and anxieties or anything of that nature for SCRAP to affect. There are no concerns for it to grab onto.
Conscious Diffusion
Possibly related to SCRAP, Sei has the ability to break apart his consciousness, placing "pieces" of himself into technology. No specifics of it are really divulged and it's never shown how he does it, though it has been shown that they hold sentience, or at least the memory of Sei's thoughts and feelings. Essentially, it can be assumed that he sends these fragments through electrical impulses and radio waves, or something of the sort. This allows him to mentally escape the Oval Tower, observing the internet, sending messages to COILs (a futuristic bracelet/phone type thing), and even project his voice through other "experiments". It has also allowed him to alter the running of Oval Tower, setting it to self-destruct and opening doors for Aoba.
He can even manifest a faint image of himself if something in which he has placed a piece of himself in is nearby, such as when he appears in a flash to Aoba as he passes by a Rhyme match that Usui (a projection based off of Sei) is overseeing.
